Determining fee Category

Fee categories are determined based on the residence status of the student’s parent(s) or guardian(s). Details are outlined below.

BC Fee Eligibility

To qualify for BC Fees, the student’s parent/guardian (henceforth “guardian”)* must be ordinarily resident in British Columbia (BC), with their lifestyle centred in the province. Eligibility factors include, but are not limited to:

  • The guardian is a Canadian Citizen, Permanent Resident, or holds a valid work or study permit; AND
  • The guardian has been resident in BC for the preceding 12 months; AND
  • The guardian has a permanent address in BC; AND
  • The guardian’s lifestyle includes work, family, and community activities in BC.

Purpose of the Policy

This policy ensures that the Ministry of Education and Child Care allocates operating grant funding to boards of education in a fair and equitable manner. It is not intended to allow individuals whose primary purpose for coming to British Columbia is to attend a public school—and who would otherwise be charged tuition fees—to avoid paying those fees.

Canadian Fee Eligibility

To qualify for Canadian Fees, the student’s guardian must be ordinarily resident in one of the provinces or territories of Canada outside BC, with their lifestyle centred in that province or territory. Eligibility factors include, but are not limited to:

  • The guardian is a Canadian Citizen, Permanent Resident, or holds a valid work or study permit; AND
  • The guardian has been resident in Canada for the preceding 12 months; AND
  • The guardian has a permanent address in Canada; AND
  • The guardian’s lifestyle includes work, family, and community activities in Canada.
US and Mexico Fee Eligibility

To qualify for US and Mexico Fees, the student’s guardian must be ordinarily resident in the United States or Mexico, with their lifestyle centred in that country.

International Fee Eligibility

The student’s guardian is ordinarily resident in a country outside of Canada, the United States, and Mexico, with their lifestyle centred in that country.
